Air Transportation System (ATS) Functional Model

The concept developers were tasked to describe the operational functions of their capacity-increasing concepts using the Government Furnished Information (GFI) Top-level Model of Air Traffic Management (ATM) Functions as support. The concept developers were also tasked to develop an equivalent functional model to the GFI Top-level Model and document the traceability between the GFI model and their model. Discussion of the functions used the NASA-developed Operational Need Statement model described on the ATS Operational Concepts web site archive, or an equivalent approach. The use of the GFI models provided a unifying generic framework and made no judgment as to the architecture or approach selected for ATM. The concept developers also discussed how the concept relates to the FAA Operational Concept, the FAA Operational Evolution Plan, and the RTCA 2000 Operational Concept.
